So what - pistol builds are 'locked out' of a much wider range of weapon types than Commando builds. It wouldn't 'lock them out' of shotguns, they just wouldn't get their buff on that particular build.

It's still firing the same number of pellets, with the same mass, and the same velocity. There shouldn't be a reduction in damage. The damage they have is far from enough to make up for these (and other) problems, I have found combat rifles kitted out for close range hip fire to be far more effective at any range and in every circumstance that does not include specific well known legendary effects. Pellet spread on a shotgun would already have a much bigger impact, potentially cutting DAM to a seventh(eighth?) before the range penalty is even applied, so changing that penalty from 1/2 to 1/10 is incredibly excessive.ДЄt ranges a little greater than the width of the road though Sanctuary it becomes difficult to guarantee it will do more than tickle a level 1 settler that is wearing no armour, even with high level perks. The standard range penalty is a halving of damage at twice the range stat, this applies equally to a gauss, or a stub barrel pipe pistol. It's a fair trade off for the high stopping power at short range and the benefit of the spread at medium range.
